I have a feeling that rather than "they haven't gotten Amita's replacement yet" it's more about they want the fans to focus entirely on the graduation event and doesn't want the topic "new Aya voice" to take the highlight. Just my speculation though...

I know a lot of fans want to know and see Aya's new voice actor, but I think this is a good idea. Waiting until the graduation event is over makes it feel like a proper good bye. Saying goodbye to Ami Maeshima (old VA) and Hello to a new beginning for Aya. In a way it also feels like a thank you to Ami Maeshima, it's as if the executives in Bandori is saying, "As a thank you for being with us for 6 years, we are not going to switch VA until this graduation event is over. The "new" Aya will appear after this event is over, but until then, this is "your" Aya's graduation ceremony." It genuinely feels like Ami Maeshima is "graduating" from Bandori after 6 years. I hope maybe in the future Ami Maeshima comes back one last time to sing the graduation song as a last good bye.

Yeah I feel like they are waiting for the new major update and graduation to be over before they introduce the new VA. It would actually be a good chance for Aya to be introduce with a different voice after her college days start since it would just feel like she is an adult now

Maybe they are decided they won't find a Aya a new seiyuu after all. They probably realized finding a replacement is more difficult than they thought, since no one can play Aya as well as Amita. So maybe they are giving Amita a chance to recover and return to her role, so they are patiently waiting for her while buying time for her. I know its probably wishful thinking, but just a theory.
It's really too bad that, whatever the circumstances are, Amita was unable to even record a few lines or the chorus of this song just to close everything out. It would have been such a nice ending. Still, smart decision to not introduce the new voice at this moment.
