I'm with you on this. Even though Putin and his regime are despicable (and detrimental to the best interests of the general Russian population [whether they realise it or not]), that's no reason to allow ordinary people engaging in everyday civilian activities to become victims of terrorism if you have information which could help prevent it.

He then accuses Kyiv of orchestrating the terrorist attack, and in order to outwit the FSB, the terrorists first headed to Belarus, to throw them off scent, and then, under the cloak of darkness, headed directly to Ukraine, where they were waiting for them with open arms.
