Well I honestly think ultimate kars wins Dio doesn't have a way to kill him even with stop time, and Kars can either absorb him, use his insane Hamon to murder Dio in a single hit or just mock and eat damage until the sun rises, since Dio wouldn't be able to put enough distance to run away and escape due to Kar's busted senses
