Im guessing the reason they had three background bots and no Elita is is because they want to do a second wave. It could have, Elita-1 cogged Megatron (+special figure) D-16 cogless B-127 cogged Deathtracker (second one for troop building) Starscream And probably three more background bots

Tf1 Blokees toys ACTUALLY MAKE SENSE! Specifically the cogless versions of the characters! Blokees don't transform, and neither do cogless bots!
Plus the blokee’s aesthetic really matches the movie
