As far as I know, indirectly from what Victor Chiappa said in his later years, Wheels Cha Cha is a Jimmy Tiller arrangement, as you say. It certainly sounds like his style. Memories of Tony Holland, 'The Musical Muscle Man' on 'Opportunity Knocks' in 1964!
