The triangular marks presumably indicate pauses. I can't discern any meaning to the numbers written on them. What exactly do they indicate?
I'm assuming it's the length of the pause, as in seconds.
They're just fermatas in a different shape. As mentioned already, the numbers are the durations in seconds.
