Not too sure why you say Scandinavian. This procession occurs in a small town in the Netherlands. The town Zundert is also the birth place of Vincent van Gogh. If you are ever in the Netherlands during the month of September, you should really try and see this (always the 1st Sunday of September). The covering is all flowers.
