To those wondering. Catnip, to cats, is a bug repellent, that also tastes good. Cats rub into it and get it all over them because it helps get rid of parasites. That's why this cat is confused. It smells like something that would be a good bug repellent, so instinctively it's trying to get it's sent on itself. But it's liquid, so it's conflicted.
I'd just throw the catnip into a water dish. It'd be room temperature, so it'd only take maybe 10min to steep, and they like eating the leaves. Catnip soup.
