They do, but it's too dispersed. Every stack of Lightning lord is Blast attack with 0.5 Toughness in the middle and 0 on the sides, so 10 stacks would give 5 Toughness damage(5 basic attacks) in a single target which hits every enemy randomly. Basically a little bit better than Harmony MC's 4 Toughness damage bounce on skill.
