For these ministers public is stopped several time but they can’t handle to be stopped even for 1 time.

Yes he is right. Minister is the head of the department and part of the Government. Bureaucrats are subordinate. The cops can stop the car of a Minister, if the convoy is of Chief Minister, Governor, Union Cabinet Ministers, PM and President and not otherwise. Protocol says a Minister should be given priority over bureaucrats.

Go visit your Vidhana sabha secretaiat, whereby you will find the Protocol office give them a requisition and they will provide you with the copy, after receiving it you can comment.

Salute to the minister Mr Jivesh Mishra for raising this issue in the Assembly.The ordinary citizens are greatly inconvenienced by mindless SPs and DMs blocking the flow of traffic to make way for their convoys.Such obstruction of the way of ordinary citizens by power hungry cops and bureaucrats must not be allowed.These useless and corrupt bureaucrats block the way of ordinary citizens with impunity,it is good that they tried to do the same to a minister.The angry minister should be able to teach these useless and corrupt bureaucrats not to block anybody's way.Many thanks to the minister.Nobody is above the public in a republic like India.
