can't go wrong either way. on a side note, I love the standard 25.4" scale length because of its ability to hold string tension when going into drop tunings. HACK~ if you have an om but want a 000 sound/feel, tune it down half a step, then capo it back up to standard tuning on the first fret. ;) while i doubt you can exactly mimic a 000-28 with an om-28 by doing this, it should get you in the relative ballpark.. om's aren't necessarily superior, to a 000, but you can effectively shorten the scale on an om whereas you can't lengthen the scale on a 000. cheers!!
Good call on tuning down 1/2 step for the 000 feel. That suggestion solved it for me. Should have thought of that myself because I tune down when I have 13's on a guitar too!
the 15 series lineup has a standard 25.4" scale length, so while both the "000" 15 & sm, models are labeled as 000's the scale length effectively makes them om's aside from the standard 000 pickguard :) also the discontinued martin 00017sm has the om scale. its really interesting to see the 0015m with the longer scale as smaller guitars are typically a shorter scale.
I chose an OMC28E over an EC model because of the snappier tone, to my surprise, and I haven't regretted it ;-) cutaway, neckprofile and pickupsystem doesn't make things worse.

like he said, no two pieces of wood will sound the same. The differences are aesthetic only.
Is the bracing the same?
Yes they are the same, both Scalloped X bracing.
Much prefer the 21 - warmer sounding to my ears....
