If infrastructure/overhead requirements are 25% less per capita in urban areas why do these areas tend to have higher cost of living and higher tax rates?

Biology involves circular causality and includes the effect of making observations (no, not heisenberg). The scaling principle can, will break down at the socio-economic level simply by observing the scaling principle. See George Soros or Second Order Cybernetics.
