what I noticed now a days is,they building a mall on the ground portion and a condo units on the upper decks.very nice strategy among building developers/owners.

So the major reason to place food court on top is fire safety, as we know fire moves upwards it allows enough time to evacuate building and save articles stocked in the shops if there's any fire outbreak.

It is believed that the time a consumer reaches 2nd or 3rd floor, he loses that interest where he can concentrate on the fragrances. Similarly, the food courts are placed on the top floor, so that by the time person reaches there, he/she feels hungry and can make the best of the space.

Food courts are on the top floor because its cheaper. The exhaust fumes need fewer pipelines, need less drilling AND a food court downstairs would mean that the fragrance of food would be everywhere all across the mall.

The food courts are on the top floor as it allows all the visitors coming to restaurants a chance to look at other shops as well, so it gives good foot fall for every shop, which increases their value..Also notice the escalators exit and entrance are fae apart so the people need to walk more and view more of the shops if they just want to go to the food court. Same with cinemas in malls as well
As architects and designers, it's considered good for commercial spaces to have maximum foot fall

Food court is on the top floor because of the business strategy, If it was on the ground floor, it will be difficult for the clothing brands to capture the customer on top floor. customers would just walk by the ground floor and go away without any purchase... Now in this situation, if someone has to eat a burger or drink coffee, He/she must explore the new items on the brands and willingly or unwillingly, he may purchase something from them..
