​@@Drama_webOne as a citizen has to question and participate in all the issues related to the civic sphere, if needed he has to show his dissent through peaceful protest (given in Article 21), it means he is a vigilant and enhancing the process of democracy in the country. There are many undertrials in the country and need reforms in the judiciary.
Everyone upon entering the government cannot publicly criticize the government because he represents govt. Everyone is eligible for every job considering he met the required qualifications. As a citizen he expresses his opinion based on his knowledge, it doesn't make him ineligible for UPSC or something else. Basically one has to understand dissent is the primary tool to make a democracy successful, and there will be dissent in democratic countries and this dissent is also answered by democracy(through debates, discussions, reforms etc).
