Who told you we can't build our own roads? Namibia builds their own roads and they have some of the best quality roads in the world surpassing UK and America. The reason why Ghana always hires foreign contractors is due to the fact that fundings of some of the major projects are provided by foreign institutions. So they'll choose who should execute the project. But this particular project is funded by the government of Ghana.
As for Ghanaian presidents they have all done something good to the nation... We don't have to criticize none of them... They have all tried their best
