I think it applies most well to the pinkertons from the second game,when they first saw them in horseshoe overlook they effectively laughed at them but when they came back hell came with them as they mounted more and more powerful attacks against the gang until they couldn’t take it there’s also the sense of being a necessary evil while attacking the gang
