i wanna make a new steam account and dont wanna use my old one annymore is it allowed for me to use all my steam points from my old account to give to a new one if i made a new one?
You can't just send the points right into your secound account, but you can gift them, it is i think 1:3 ratio (If you have for example 3000 points, you can send it to the person you want or like in your scenario your secound account, but it will be cutted to 1000 points).

You will get the points 14 days after receiving the gift

@@syafuzayna Every time someone sends you a gift, there is a 14 day timer for that specific gift to receive the points.

Edit: Also, you can't just have people give you Steam points, people need to spend their Steam points to buy an award for you, and depending on the price of the award they bought, you'll be given some Steam points 14 days after the award has been bought and given to you.
