Can we come early to the airport and go to Jewel before check-in? And is there any documents required to enter there?

Yes you can. Jewel is located before before passing through immigration. No documents required.

going to Jewel. Do you have to pass immigration as well or can you go there from within the transit area? We have a transit at Chiangi.

Jewel is outside of terminals, so you'd likely need either a visa or some kind of short term entry pass to Singapore itself to visit it.

You will have to exit immigration to view. Alternatively you can board the internal transit sky train that passes thru the terminals and jewel without exiting.
