I think that's the protocol on such occasion like a Memorial for both Filipinos and Americans. What I don't like here is the RP National Anthem was on repeat mode. Either that or the person responsible replayed the RP anthem instead of playing the US anthem. They had to cut it in the middle of the repeat.
