It really is your house, and can be a powerful reflection of the State in general. Especially in a strong, well-functioning democracy, it is a very tangible illustration of the fact that, while the occupants come and go at the will of the people, the house that symbolizes the democracy, is constant. But again...that's an American take on the subject, so, ymmv.

If you can build a luxury home for $2-3 million, why not spend the proposed money (maybe the remaining 20m on the 30m overestimate) on a more complete structure that is more homey for an "average Canadian family" that a prime minister might bring, more security as what would befit a world leader, and some property to put it on?
