Late reply but uh... the Japanese title literally translates to "a street where stars don't fall".
I interpret the "looking at the stars never seen" in the perspective of a person who is looking up at the sky from said street. The image I get from the song is a person looking up at a sky with no stars but imagines that the sky is full with stars, watching a little dream. The song feels kinda evanescent in that sense, but the mystic mood I get from it draws me in every time I listen to it. :3
