When it comes to the house redesigns on your home island, you don't need to have anything but some money, 9K bells so pretty cheap. It takes into account your catalogued items, and you can use anything. You can't change the size of the room or house exterior, but you can change it to any design out of the 4x4 homes in HHP, which also means you could hypothetically make every single villager exterior look identical on your island. By catalogue, this includes things you've unlocked through doing homes on HHP so all the wreaths you unlock will be accessible to put on the villagers house through the exterior design. You basically just appear in the house with Tom and it works the same as HHP. Also, as far as im aware, you can do multiple house remodels per day.
