Being OCD, I wonder if it would better to tie the discharge in up higher into the regular pump discharge line so the water powered pump doesn't start against the back pressure of the water in the discharge line?

That's a bit dishonest to say no electricity, because the water that was pumped to your home was pumped by electricity. If they have no electricity, your pump will not work.
