Ok, my personal theory. Cypher IS the same Lord Cypher that was elected to the position after being spared by the Lion during the destruction of the Order of the Knights of Lupus as the library of the Knights of Lupus had hundreds, possibly thousands of tomes and scrolls about the nature of Caliban and Chaos, encounter Lion spent a month in solitude reading. The Lion recognised the threat of Chaos and appointed this new Cypher to be a guide, advisor and a watcher, hence why he left him on Caliban to watch over Luther and to carry out a secret mission for the Lion...a mission I think he may have partially completed. We haven't seen inside the Emperor's throne room since Guiliman's return to Terra and I suspect next time we do...we will see the Lion Sword at the feet of the Throne, repaired and this is what caused the Emperor to revive his first Son.

A cool idea but it the Horns Heresy makes this untrue. A new Lord Cypher was chosen after the death of the elderly holder of the title who was Lord when the Dark Angels were still the Order and a new, younger man was chosen but none of the Order members could claim to of knew of him before taking the mantle and I personally believe it is a man who held the same position in the Order that the Lion and his knights destroyed before being found by the Emperor in a siege in the North Wilds. later in the Heresy, it is noted that Zahariel, who aided with Luther was fond of using a bolt pistol and a plasma pistol and was last seen about to duel the legendary Corswain. To my knowledge it is not yet revealed who won and the winner became the new Cypher, or so is speculated. The role of the Lord Cypher is important as well as back in the days of the Order on Caliban, the Lord Cypher was the keeper of secrets, history and traditions of the Order and acted as sort of a Librarian and Chaplain in the same position and I suspect that Cypher now is doing a twisted version of it, carrying the sword and wearing matching armour to his loyalist brothers (I could be wrong about this now as he used to wear the forest green but the latest model shows him in the Legion colours of black and red so I don't know if this is a retcon or not) and carrying the Lion Sword in hope of asking for redemption at the very of the Emperor...and to slay him so he may be reborn as his time with the Eldar has probably revealed to him the perpetual nature of the Emperor...just no one is going to trust him on that but he is loose again after escaping the Dark Cells.
My personal theory: cypher is a dark angel who gave up on the imperium seeing it's moral failure. He went to the Tau and works as a double agent between chaos and humanity to gather information and create instability. Hence his stealth, his lack of aging and the fact that he keeps ending up captured in the heart of the Dark Angel's fortresses (where imperial secrets might be kept).
I love this guy's videos but like during the video he contradicts himself he says that he's on the side of chaos and then later in the video he says that nobody knows if he's on the side of chaos or the side of loyalty it just don't make no sense and I've never heard that he's on the side of chaos before so I don't know I guess that's his enigma but I don't think Gilman would have brought him to the emperor if he thought that he was using chaos where was tainted by it yeah he was working with Harley Quinn but there's inquisitors that work with harlequins so you can't really say somebody's chaos just because they work with harlequins
He works with whoever serves his current purpose and nobody knows where his true loyalty lies. Context for readers seems to imply he is still loyal to the Emperor and wants to kill him to free him. Big E seems to trust him as he spoke through a dead custodes and told him “not yet” when we has coming close to the throne with the lion’s sword so he just left Terra without question. Him being so lucky and competent all the time regardless of odds also seems to imply the Emperor works through him. But we still only have speculation and context.
The Dark Angels are the most disappointing in the lore. They are supposed to be knights, but narratively they get stuck in a "Mother may I" cycle of honor in almost all their books. They are supposed to be Secretive, but instead they seem insecure through their gaslighting of most of their legion. this "secretiveness" is so overt, they fuck over imperial forces all of the time for their "honor" and the most abhorrent part: They don't have a personality. They're just the "first". the mean the green, the bland. Only half decisive thing they balled into was sacrificing the Imperator Somnium in a bid to fix the astronomican during the seige. After that, bland self service with a side of asshole. Honestly i just ever wanted to see WHY they were the first, the tech, the barbarity, the tactics. Instead the DA in the books just circle jerk themselves mostly, till cypher or the Lion shows up. my 2c
since the last time the DA fcked over, zahariel the psyker took over as cypher, finding a way to terra to kill the emperor to let him come back as the eternal he is... to flip the coin towards humankind
