99% of Americans start the immigration process in the US, through VFS Global. That process for entry into Portugal I cannot imagine will change any time soon, as the Prime Minister here wants everyone from all countries, to start immigration like we did in the US. Meaning, from your home country. Sometimes I make videos critical of the government here, but, Portugal is safe, beautiful, and a place that still is far less expensive than Cali for NY.
My understanding is that articles 88 + 89 were revoked and that this impacts people who entered Portugal on tourist visas and then sought to regularize their status to residence permits based on employment or self employment. However, for people who entered Portugal on tourist visas and are looking to stay based on family reunification for example, this should be un-impacted. Is that also your take?
VFS needs more than "more people". Their technology is antiquated - from their barely-functional web site to the thoroughly inadequate internal systems. Watching staff attempt to enter data into their systems, and seeing how little visibility/internal tracking they have was painful (though it did make me feel as though the torment of attempting to get anything done on their web site was not targeted at customers ;)). It seems clear that the company invests the bare minimum in its tools - and pushing more of the workload onto those overburdened staff members with inadequate tools is going to have a significant impact.
If you guys didn't come to Portugal since 2010 and try to implement Property Ladder business, the inflation wouldn't be so bad, cause all your rich countries have inflated housing markets, but it fits your economy cause you do have 4 digit salaries/ wages as a standard minimum, in Portugal we cannot keep up with that crap! A house is a home! Not purely business!

I just re-read the new regulations and I believe you are spot on with the reunification piece of it.
