(Personal theory):
The killing games were real and actually forced at first (like taking orphans and giving false memories) to keep the show rolling, but as the numbers grew back they turned it into a show that people can join willingly leading to V3! That or they took those volunteers and used an extremely advanced version of the second game's digital consciousness machines and reused the same people for different killing games but altering their appearance and names
