Hawkeye's there for status emotional and moral support, this was stated in Avengers: Age of Ultron. As for Black Widow, she can go on simple missions that wouldn't waste the other big avengers times, and she can just be a simple ground fighter that can take out any non super backup that's coming their way, same for hawkeye. They are also skilled in hand to hand combat, Natasha can combat Proxima Midnight.
