I have a question regarding to last connection that include router.
Is it possible to connect the Router to both switch instead of connecting the server to the routers?
Is it possible for PC 1 in the left network to send a package to PC 2 in the right network without server interference?

You are absolutely right, Packets works under Network Layer not in Physical Layer.
Hub Transmit data in the form of binary bits as it work under Physical Layer.
