how do u get rid of the title bar at the top the thing saying toon boom harmony scene ....

Hey Bliss, I'm not sure you can remove that from the title bar. That is Windows showing the name of the application. Some programs format it in different ways but it is not in our control. Sorry.

hello, i dont hace an overlayer layer in the drawing layers, how can i activate that?

You will have to go into Edit > Preferences, then go over to the Advanced tab and it should be the first option, "Support Overlay & Underlay Arts"
