The people there can sue the city for money if they feel the city police violated their 4th ammendment rights and trespassed on their privacy. Unlike helicopters who fly in the upper zone, drones fly in the lower zone and can therefore violated 4th ammendment rights. People looking for money should get their cameras out, film the drones violating their rights (trespassing on their privacy) and then sue in court.
