The issue was that somebody owns the space needle, and they made it a rule that you only could climb it the one time.

It's an illusion to save up on storage space, on ground level you wouldn't notice that the space needle's smaller.

Actually you can climb the channel 11 tower Augustine is in, you just do need to do it the same way as the final mission.

the thing is , that you CAN climb up the needle tower after finish game. Its nothing special in it, it even standing in the official game tutorial. so i guess that why the people dont like it. If you call it a glitch, then you maybe have to show the breach in it, i cant see any.
