I haven't seen any explantion but from what I can gather is that operators are now grouped depending on their in-game date of birth, which would correlate to a certain zodiac. In each stage you can't use 2 operators with the same zodiac, and I think there is also elimination system where if you used an operator for a stage, you're not allowed to bring them again on the next stage
