You need to give mobile data permission to mobile app from mobile settings. Only need to do this and reboot the mobile and try to check on mobile data

Try these steps 1 by 1 and check if it works for you.
1- Mobile app ko mobile data ki permission do.
2- Mobile app uninstalled Kar k re install karo.
3- Check on any other mobile if it’s working or not.
4- change DNS settings of the DVR as per router DNS entries.
