@@corgiverse9550 Computery stuff got outdated like twice as fast as it does now though. A 6 yr old GPU still has several usable years in it (if it's not a budget model, obviously)
I think the parts that are burnt are from the fans controller, maybe a shorcircuit in the wiring caused by the fire (or something else) made the components burn. There might still be a shortcircuit in the board, so you should try to remove the broken parts first before powering it up. Make sure that the components are really related to the fans. The only thing that doesn't look good to me is that there are burnt parts near the power connector.
If you have nothing to loose, try!
I was thinking same way - remove parts near fans connectors and use own cooling, but burned place under power conns are not good sign that problem is only here.
I think i would power it on, not sure if the burned part near the connector is absolutely needed. On a psu and motherboard that are worth nothing naturally. To see if at least most of the card is still alive.
Just check for shorts 1st with a multi meter
You must check the Power rail for short before powering It on to see what got wrong.
Yes, check all pins on both power connectors for shorts before you connect a PSU.
That card is toast. Chip, VRAM and a few other things are salvagable from it, but that's it.
Should do continuity checks for the major rails before you try powering it on.
check if there;s a short on 12v line, remove damaged parts and start it, there's a very small chance that it's gonna work. if you remove broken parts and there's not fireworks after replacing broken parts it should work
This is only theory, but it looks like extremely high temperature (as for such construction) melted the insulation of fan and LED wires, which lead to short circuit. And as such short in wires appeared, controllers (normally designed to work in lower temperatures) gave up the ghost, shorted, and dumped a lot more current onto these wires, which lead to their combustion.
I think It can be an bad mosfet or vrm at the 12v input. You should try turn It on and see what happens. Maybe with a termal camera you can see the damaged component

Maybe the 2 side fans stoped working and only the fan in the midle kept working. That with that short on the cables leading to the fans probably did it.( now atempting turning it on only on very controled space.
Card being put to mining rig, decided to start self destruction procedure.
Wish all manufacturers implement that feature.
If the GPU crystal is dead , you just have a nice paper weight.

I say the GPU was overclocked too much especially being in a mining pc or if it was in a server, it may have been connected with the wrong or faulty voltage rail. There's still a 65% chance of a successful refurbishment if the GPU processor crystal is still ok.

Buy a board with dead GPU and memory and swap it, if you can reball or try to practise by your self, or pay for professional to do this. In case of fire damage it can be layer shorts in pcb, so you just kill GPU and memory in case to turn it. Board can be youse as donor for parts. This is better chose.
Or middle bad way but more interesting.
Find on UA-cam repair manuals, how diagnostic card with all resistance, then turn in from lab power Supplies on low amps. And pray 🙏
The card's residual value, even if functional, is not that high, and it's unclear whether the chip has survived. Paying a repair shop to try and fix it is almost certainly not worth it.
Hope you get a new cooling replacement for this card.

Looks like the fans were overvolted, somehow. For the wiring to be burned at both ends, and what seems like the fan control mosfets to be toasted too, the current would be consistent with the circuit, but voltage turned higher than the circuit could handle, and wattage going way beyond spec. If you've done the continuity tests, (especially on those burned mosfets, or remove them) then sure plug it in. Stick the heatsink back on with no fans, and it'll be a fine test. Could probably run skyrim on it no trouble, for a short while anyway. *edit* hell, don't even bother with the mosfets, as long as it isn't shorted across its neighbors, and nothing's plugged into the fan headers, where' the voltage going to go, anyway?

You should always try warranty / customer support with smoked components. I've had two fires with GPUs within the last decade and both of them were willingly covered and replaced by the manufacturer (ASUS & Gigabyte) regardless of both of them not being under normal warranty. Manufacturers will want to investigate the boards with fire hazards.
Dont fix it, loose time, loose money.

Does that cooler have LED lights? I once checked watts of such cooler and it had 10W!!! Stupid cooler few few leds and it had 10W!! But power to those leds is going thru wires which looks like hair. It could be this problem, because it looks like it started burning somewhere around fans.
If this was 2020/21, there would make sense to repair it.
Maybe the power supply the previous owner was using blew up? If you want to power it on, I would probably remove the burned up components first.
Nothing bad happened with PSU there.

I've seen your work on repairing cards and motherboards and I think you should try repaired the card. You Might surprise yourself and get it going. And if you it doesn't work you could start it up with your own heat sink and enjoy some fireworks.

Fans burned out and short circuited from running 100% speed 24/7?
Running a pc fan of any kind at full tilt for 24/7 will not cause it to catch fire as the fans are designed to run on full 12v dc all the time. The reason why they dim them down when not needed is to save energy and reduce noise and wear in tear on the bearings. The only time a fan will catch fire is if the fans were overvolted/overclocked too much or if the motor circuits started to short out or got wet.

I would suggest to just sell it for parts. Don't waste your time, if you don't have the proper experience & equipment for testing and SMD soldering.
If you have the time, try some basic troubleshooting. Shorts... 10-15 minutes
Crappy PSU, maybe even server one in a mining rig. Classical burnout, it will be a lucky coincidence if only fan\led rail is done.
