Oh yeah, the classic Digerati CD collections, even i have two of those, a more old 1001 Jogos collection and one of racing games, what they are basically is a collection of shareware DOS and Flash games (in the case of the racing one, also Demos and mods) that these guys collected around the net, put on a CD and sold alongside a small magazine that had descriptions of some of the games, yes, these were sold in places like newsstands and supermarkets, but now these guys are long out of business, i think they ended around 2010, but in the early 2000, they were quite popular;
I had one of these disks and that's how i got introduced to a lot of fucked up games like that pico vs the blue bear game that scared me, or combat instinct 2 and ronin.
Everyday I'm surprised one chat member was able to find the image Joel was talking about, there could been hundreds of puff Krabs and Joel knew what the one he was thinking of, there was a slim chance it would be that image but chat delivered.
