Since it's not US, I'm a little less peeved lol. And yes here he could be fined or evicted by this evil thing called the HOA (Home Owners Association). Basically it's a bunch of residents that make rules for the community they live in. If you don't comply with rules and enough of the committee votes it then they can straight up evict a household.
