Despite what some have said, the simultaneity of the effects of Fragrance Storm isn't relevant. Once that link has finished resolving, all victory conditions are checked simultaneously (and that one is relevant). In this case, both players have victory conditions achieved, so the game ends in a draw.
fun fact, there's actually a rule in magic the gathering for a situation like this, where if you win and lose at the same time you just lose, and yet there's no way to actually do that, meanwhile in yu-gi-oh, a rule like that can't exist because the card text always takes priority, even though this game has enough madness to make this possible. my point being, in comparison to other card games, this is the most yu-gi-oh thing possible.
Platinum Angel ignores win cons on the opponents and loss cons on you, with Abyssal Persecutor doing the reverse. If both would get removed at the same time by a non-targeting effect while there's both a win con and a loss con applying to you, the ruling would apply and you lose. Conversely, if the opponent fulfills both a win con and a loss con and both get removed at the same time by a non-targeting effect, that would in theory mean the *opponent* would lose. But who knows, maybe there's already a ruling for that too.

The answer is easy, Fragrance Storm says 'destroy that target, and if you do, draw 1 card' the 'and' keyword means both happen at the same time, therefore both exodia and relay storms conditions are met at the same time so its a draw. If you drew exodia as the second draw of fragrance storm 'then if that card is a Plant-Type monster, you can reveal it and draw 1 more card.' you would lose because of relay soul as the 'then' keyword means it happens afterwards
The latter is not how effects like this work. The game state for lingering and continuous effects are only checked after resolution of the last card. Both parts of the game state are updated at that time regardless of what order things happened in during resolution. Since it is all one effect, Relay Soul would not be checked until the same time as Exodia. This is the same reason you can't Kaiju Slumber or Nibiru under Kaiser Colosseum. Since you first clear your opponent's field, you cannot have more than zero monsters when it checks how many your opponent has and therefore you cannot activate them at all because KC won't turn off until after you would resolve them. Relay Soul isn't magically checked in the middle of a card resolving just like KC isn't meaning it causes a draw in this situation, no matter what. What you're doing is the same logic people use for Nibiru under KC where they claim if it summoned the token first you could do it but that's not true. It checks before the effect that allows you to summon at all so even if you summon a token your opponent still has zero monsters when it's checked. The wording on Nibiru is meaningless. All the "and thens" in the world can't save it because both summons are part of the one effect. They would have to be two totally separate effects where one is dependent on the other one having happened in the case of both Fragrance and Nibiru for them to work like you people suggest. Something like "if effecf 1 this turn, then you can effect 2". Since effect 1 has resolved at that point, the lingering/continuous effect is gone and the duel plays out as you guys incorrectly hypothesize.
What if you won with Exodia, and your opponent wins with Destiny Board, and at the same time, one of you win with another win card, say Final Countdown or the like?
Winning a duel is essentially a binary variable, think win = 1/lose = 0. Auto-win card effects make it become 1 at a given time, but multiple auto-win card effects don't stack. Each player still just gets the one variable to represent their win/lose state at game end. I imagine, at least. Haven't seen the code but I imagine that would be the simplest way to do it.
Instant win conditions apply as soon as the requirement is met and stop the chain they're on. So if there was 2 chain links and on Chain Link 2 a player gets the five Forbidden One cards on his hand, he wins immediately and the rest of the chain doesn't resolve. If 2 players get a win condition at the exact same time the game ends immediately in a draw. Final Countdown win condition cannot be met at the same time as Destiny Board or Exodia because the turn counter goes up at the end of the End Phase and that action doesn't start a chain hence it cannot be chained to. Either it goes from 19 to 20 or it doesn't.

But there are some ways to get multiple win conditions at the same time, for example In this video if the opponent had 4 pieces of exodia on hand and the last piece on the field and the player summons the head with relay soul and then search for the rest and then returns everything to the hand, both exodias and relay soul will trigger at the same time giving 1 win to you and 2 to the opponent but I think that that still counts as a draw
I really wish if Konami print out the anime effect of 'Draw of Fate' when opponent declare an attack, negate that attack and both player draw a card and during this end phase if any player did not use the effect the card that drew by this effect, that player loses the duel.
it would be to easy to cheese it ether forcing a draw with Droll & Lock Bird meaning they only need to win once and tie the next two duels to win the match by technicality or use Protector of the Sanctuary that doesnt allow the opp to draw outside the draw phase (there is even first turn full hand rip plays using this card) konami hates allowing easy win/duel draw cards almost every win con card has hoops to jump through that need the deck built around it and draws are even harder to pull off without weird card interactions.

I think if this is real, Relay Soul resolve first. But we all know some cards have different ruling in TCG and OCG. This is basically why Last Turn is banned for Draw possibility (yes, I know you can also auto win).

I had an instance where I had a car that let's me draw 2 every turn and I had 1 card left in the deck to finish exodia on my turn I drew it but I lost because I couldn't draw the second card.

Still confused. Relay soul should’ve popped before exodia as the monster summoned by it(RS) left the field which would’ve resulted a loss regardless of LP left right?
Fragrance storm says "and if you do" rather than "then", meaning destroying the monster and drawing the card are considered to happen simultaneously. As such there is no moment that the monster summoned by relay soul is not on the field but the player did not draw the last exodia piece yet, meaning they both get triggered at the same time. Also I think win condition rulings is despite not needing to activate they still do not happen until the current effect finishes resolving, e.g. if you use graceful charity to draw 3 and your hand is 5 exodia pieces you would not win, you still need to finish the effect by discarding 2
@@tcoren1for the last part, correct. You can win mid-chain, but you cannot win mid-resolving. So you have to discard 2 first to fully finish resolving Graceful Charity, before the win condition can kick in.
So in the current situation, neither Relay Soul nor Exodia can resolve until the current step of the chain is finished. Since when that step is finished, both conditions are met, both players win simultaneously, resulting in a draw.
I think exodia should let you win no matter what the moment that you have 5 cards in your hand. Even if you're in the middle of resolving an effect, it should just happen immediately. It would be in keeping with the lore. If you draw 3 from graceful and haven't discarded yet but you have all 5 pieces in hand, GG you win. It's Exodia for crying out loud!

Still confused. Relay soul should’ve popped before exodia as the monster summoned by it(RS) left the field which would’ve resulted a loss regardless of LP left right?
Fragrance storm says "and if you do" rather than "then", meaning destroying the monster and drawing the card are considered to happen simultaneously.
As such there is no moment that the monster summoned by relay soul is not on the field but the player did not draw the last exodia piece yet, meaning they both get triggered at the same time.
Also I think win condition rulings is despite not needing to activate they still do not happen until the current effect finishes resolving, e.g. if you use graceful charity to draw 3 and your hand is 5 exodia pieces you would not win, you still need to finish the effect by discarding 2

You can win mid-chain, but you cannot win mid-resolving. So you have to discard 2 first to fully finish resolving Graceful Charity, before the win condition can kick in.
So in the current situation, neither Relay Soul nor Exodia can resolve until the current step of the chain is finished. Since when that step is finished, both conditions are met, both players win simultaneously, resulting in a draw.

I think exodia should let you win no matter what the moment that you have 5 cards in your hand. Even if you're in the middle of resolving an effect, it should just happen immediately. It would be in keeping with the lore. If you draw 3 from graceful and haven't discarded yet but you have all 5 pieces in hand, GG you win.
