They’re made by “Idaho Instruments Inc.” a quick Google shows that they specialize in “custom built to order” instruments as their website has a tab for the Electro-Trainer but no available information once you view it. I couldn’t find a storefront for the Electro Trainer however there is one available on eBay right now for about $400 including shipping.
