Rescue board for shiinotic and latias ex for Jynx would make it much easier to switch between Pokémon’s. Switch cart only works for basics. I would trade those for jet energy maybe. Also drayton could be a useful support as it helps finds a pokemon and trainer card in the top 7 cards of your deck.
You can only use retreat once per turn so palting both latias and rescue board is a bit of overkill, reallistically, you'd play this deck assuming you'll lose a jynx every turn (losing the energy sucks, but it literally has 200 hp, if your opponent cant ko it, they are already in a bad position) so board is probably better
I feel like a turbo energize may be a good option, for these turns where u can only put something to sleep… that way u can at least fully power a Jynx…
I think you could run pecharunt ex and morpeko to help you switch between. Sure it takes a bench space, but you'll have more consistent switching. If you need the bench space you can always run nightgate Gengar. It'll eat up a bit of deck space though.

i actually really like the way this deck plays. its simple to understand and looks fun to use on the ladder
The upcoming fighting type Toedscruel would go crazy in this deck since it reduces your active retreat cost by 2
Why not use palkia vstar in this deck to power up jynx radiant greninja and even mew?
Palkia can't power up Mew. Only water types
