Please check the official brochure released by Malaviya National Institute of Technology Jaipur on 18th Sep 2021. It clearly states " All foreign nationals studying in any country including India or Indian nationals studying abroad who fulfill prescribed admission criteria shall be eligible". But now since JEE is in action and this is the fist time it happened recently. So, the cutoffs are not out yet officially. But, our assumption is around above 95 percentile for sure.

No, to obtain NRI Quota in India, students need to study at least 11th & 12th from Abroad. So he cannot apply for NRI Quota under DASA Scheme.

Yes, the completion under the DASA scheme is lesser then the Indian one. But to apply under DASA you need to fulfil its eligibility criteria.
