Hi Jana, I recommend asking the executor in a short letter whether the debt has been paid in full. If so, ask to be sent a "Oznámení o skončení exekuce". I worked for an executor for 15 years and I know that even lawyers are not good enough to know if the amount to be paid is final.

In Czechia, you pay per household and not per person. You do not have to pay this if you do not have a TV, or if they can´t prove you do. If your TV has disabled signal receiving (hardware change) and so you can only use it for online services through a computer, you do not have to pay. Basically, they take a look at who pays electricity bills and then assume you also have TV and proceed with "extortion" then you have to either state you do not have TV capable of receiving transmission or no TV at all, and let them prove the opposite. Or pay up.
Also, you need to pay for radio, too.
Remember, it is better to owe your soul to Satan himself than to owe money to public sector organizations in Czechia.

@@DreamPrague Jen, sorry I'm writing with a google translator. The statement "If your TV has disabled signal receiving (hardware change) and so you can only use it for online services through a computer, you do not have to pay." is not true. According to the wording of the law, the ownership of a TV receiver is based on the obligation to pay, even if it is broken or disabled. Every household that has an electrical connection is considered a taxpayer. And the addresses were also taken from the electricity suppliers. This is how they found you. If you don't have a TV set, you have to actively declare yourself that you don't have one, otherwise you are considered the owner even if you didn't have a TV.
Just be careful with those amounts. Because one thing is the debt incurred by ČT and possible costs for recovery, and the other thing is possible fees to the executor! I would recommend contacting him directly to make sure you don't end up with a bailiff this time! I hope your lawyer gave you good advice.
And be careful once again - we have the same fees (different ones above) at Czech Radio!!! (I would also check the fees for the dog and for the municipal waste collection) They are just not as consistent as Czech Television. If you have a device capable of receiving radio broadcasts in your home (for example, a car radio in your car, etc. A computer connected to the Internet is not yet obliged to pay.), you have the same obligation to pay for it as well. More: poplatek.rozhlas.cz/
It will really be good to have a responsible Czech on hand. The "executor" in the Czech Republic does not cut off your head, but it can reliably destroy your economic existence.
Don't be fooled by people who make light of it. I wish you to get out of this successfully.

@@marekvasku5610 If your income is too low, you need to ask both institutions (cesky rozhlas and ceska televize) to make an exempt from fees. It isn't done automatically.
As for not having a radio nor TV receiver, again, you have to ask for this. I think this is very difficult in this age and a part of world, because every household has at least a cell phone, a tablet or a PC/notebook and all of them can stream both. I wouldn't try to play this angle.
Edit: Okay, time to correct myself. Quoting Ceska televize:
Who is obliged to pay the fee?
Each household which owns a TV is obliged to pay the TV licence fee. A ‘TV receiver’ or a ‘TV set’ means any device technically capable of receiving a television signal transmitted by radio frequencies, satellites or cable systems. You must pay the TV licence fee even if you use your TV receiver only to watch content on commercial platforms such as UA-cam, Netflix, Apple TV, Amazon prime, HBO, etc.
However, you are not obliged to pay the fee for computer monitors, laptops or mobile phones.
For example, if you have a TV set at home, but it is not connected to the TV antenna, you still have to pay the TV licence fee because the TV receiver is technically capable of receiving the signal.

I agree that it's confusing, but the idea behind it is that it's not a tax, it's a fee paid directly to Czech TV, basically to make sure that public TV can't be influenced by the state through budget cuts. But it's an outdated idea and I don't think it really makes sense, because for example the courts are also independent, but financed by the government budget. So I think it could be the same for television, it's just a question of passing a law that would make it mandatory to fund it from the state budget every year. There are currently some discussions about changes in this system (and also about increasing the fee), but most of them still propose solutions that would involve separate payments. And since it's a highly politicized issue, I kind of doubt that any changes will be implemented in the near future.

Hi, Jen. Interesting video, I hope everything ends well for you.
Loved the language portion about executor. I remember reading such a phrase in one of my student's essay this year. It was meant to be an official letter for university and at the very end was something like "I hope for a quick and positive execution." And while executing orders is a thing, here it made me chuckle.
As for bureaucracy, it just keeps getting bigger and bigger, worse and worse. When it comes to paying some fees or fines, do make double triple sure everything is paid. Bad thing is, often times even the bureaucrats do not know what needs to be paid and whether it was paid already. And sometimes there is an unpaid check from 20 years ago that then amasses interest and fines etc. So, getting a letter and paying the TV tax is actually not that bad. ;) Paying extra sucks, but hopefully nothing worse happens.
As for Czechs not telling immigrants what all the different ridiculous things here are, there are so many ridiculous things that even us do not know all of them. There are over 2 million law norms. For about 10 million people. Nobody here knows them all. Nobody in any country knows all of their silly stuff - there is too much silliness around. Do not feel bad for getting lost in some of it, everybody does at times.

Also i really like how you mention scam mails when you open self-employee bussiness (OSVČ/ZSČO), these scams are in Slovakia too. Most of time you will pay one time fee and after few days you realise oh crap it was scam, more worst variants are when these "services" are yearly subscriptions, and sometimes are nearly impossible to cancel, and when you will not pay that fees, debt collectors arrives. I didn't know until a few years ago, but even if you never listen to the radio, once you have a TV, you also have to pay fees for the public radio. I have two standing orders (one for TV, one for the radio - they go to different bank accounts) and pay the fees every six months. This makes sure that even if you decide to leave the country, you don't overpay too much.

Hi Jen, we have also similar fee for radio so do not be surprised (and it is paid to some different bank account) :-). For Czechs, when you pay for electricity they assume you have TV and radio and should also pay for it (135 + 45 CZK), that is way how they can get contacts on people. However, if you do not have TV/radio (they say something like "device capable to receive signal") you can write it to them and you do not need to pay for it (theoretically they can send someone to check it but I have not heard about any case). With radio it may be more complicated because it is also in most cell phones (but it should not be applied), people have radio in cars etc. And if you use TV/radio at work it may be necessary to pay something too (e.g. barbershop).

Hi Jen. It's good advice to don't forget to pay it but also it would be good explanation why we must pay it.
It's easy. Tax for public media is here to make sure that these media will be objective and will not support any side (politic, religion etc...). So public media are not directly paid by government but by people. Also that's why they don't need so much advertisements in their broadcasting. That meant that even private sector can't "hire".
Basically these TV and radio tax is here to make sure people will have chance to get to objective, independent news.

Hi Jen, the TV tax (poplatky) is paid separetely for a good reason: it is to keep the content independent from the government/ parliament who would be assigning the budget money from the collected tax and thus have direct influnence on the content (especillay the news). This setting was taken from the BBC and it was something we were really proud of after having decades of the communist TV. The system is not really flawless (as different people would rather hear different kind of news or watch different program for their money) and the whole system is not completely independent from the parliament influence. But it still makes it a "public controlled" (verejnopravni) TV as different from a "state" or a "goverment" TV. I am not really sure about the criteria who has to pay the fess (I do not have TV- so I do pay). I hope this explanation makes this fee a bit less painful to for you. Maybe it is so much more expensive from the U.S. because we have much less people to contribute? And I fully agree that the Czech bureacracy is insane when it comes to service to public. We are treated straight away as intentional criminals for very small, non-intentional offences. I hope you get out of it soon and without much damage ! Thanks for your videos, love watching them :)

Yes, you are right. Currently, the amount of the TV tax is fully in the hands of politicians and legislators, who can decide on its amount according to their political will. It is the subject of political debate, election campaigns and other political ugly theaters every year (and they can use blackmail on the management of the television to change the content of the news and programs, the staffing of the newsrooms, the invitation of politicians to broadcast, etc.; together with the political staffing of the supervisory bodies of the councils and the approval of the annual reports). Czech Television is in a hostage position and even if it would need to increase its income, which has not been increased for many years while demands and inflation are growing, the income is not increased for political populist reasons. I see absolutely no advantage in political "independence" (=proclaimed formal, which in reality is not.). The BBC has changed "fee" to "purpose tax" and the amount is changed according to inflation, increasing every year. Not so here.

@@marekvasku5610 I was trying to explain the reason why this fee is not paid directly from the state budget. The intention was good. The political theatre is getting crazy in the last years in many ways and the tendency to control the public media by any means is very strong. The fee should go up, people should understand what the public TV really means, the influence of the political parties over nominating the board members and the director should be eliminated. But the system of financing is not bad by itself. Without it, there would be a full fledged state/government TV instead.

If you have old CRT television and you make aquarium from that, you will still pay, becouse you own device which is manufactured for recieve signal :-D. Or old tv without digital input. We have really stupid byrocraci about this.

Hey, Jen, there is one other reason, why it's so compartmentalised, other than what majenazprahy mentions. The tax is contingent on your household owning a TV (at the moment, there is talk about this being expanded to personal computers as well, as a lot of people watch Czech TV on them, completely forgoing a TV), meaning, if you don't have a receiver of some kind at the moment (be it a TV, a settop box or a DVB-T to LAN stream device) you have to pay. Same goes for your radio. You don't own one, you're not liable to pay the tax. It's more similar to a property tax, actually.

My opinion is that reason for this "separation" is that each organization (CeskaTelevize or CeskyRozhlas) gets the money directly do their account. Not processed or re-distrubuted via state if tax would be paid in package.

One thing I really hate about the executors is: Those using their services rarely put much effort towards contacting you. And they don't give a damn that it costs you a multiple of what you owe them. I would say that this part is not fair at all, and that the fee for the executor are very disproportional.
I would say this is one of the things I'm really ashamed of in our state: There is money to be made from unfortunate people. It is an entire system and I would almost call it organized crime. Good thing you don't own some legitimate money lender with shady practices. Then they would strip you off all your earthly belonging, sell them well under their actual value in a little known auction to the people they actually tipped off about it. Your debt doesn't decrease much, they take away all money from your accounts. No wonder some people end up preferring illegal work, because then the executor won't be aware of the money you earned in cash.

Buy a car, pay the radio fee, buy/rent a flat, pay the TV and radio fee... I've read about this system and the bottomline was "unless you are homeless, blind (deaf in case of radio), living in poverty, tourist or a diplomat... you are required to pay the fee". Technically it's about owning a device with TV router, but does anybody check that up? Same with the signal... in newer appartment buildings it's either paid services (IPTV, cable), very limited official streaming over the Internet or not watching TV broadcast at all.
On one hand this seems like a useless tax. There's a heavy indoctrination to watch the TV and it can be convenient in cases. Moving it under VAT (or other tax) would enable full official streaming and ease on the bureaucracy. On the other hand more and more people don't watch TV at all.

Sad topic, hope everything will be ok =(((extra taxes here really look like weird quests that hardly possible to manage without a Czech friend. At least it is possible not to pay TV-tax if you do not have a TV, but what is really annoying is the Radio tax: if you buy a car that immediately means that you use the radio, so you must pay =( Another not obvious tax is garbage-tax (and it is different in different regions of Czech Republic, in Prague it is paid by the apartment owners, so it becomes a huge surprise for those who move from Prague to another city) - to pay it you need to indicate your "rodné číslo" (that not every foreigner has), so for the first time it's easier not to pay and wait for the letter "you have a debt" where they put "variabilní symbol" connected to you. And the amount is different every year and you are supposed to find out yourself the exact amount.

    • @carnifaxx
      @carnifaxx 10 місяців тому +1

You sometimes can avoid paying for the garbage disposal - if you have permanent residence in a smaller town/village, but live in a different place, it should be part of your rent but like per apartment, not per person (which can make huge difference), but the original village MAY have a clause in their village rules that people who prove they don't stay in the village for most of the year are free from this fee. It probably originates in the elderly population being in hospitals or other places, but it can be still financially interesting for the village itself, because each permanent residence right generates payment from taxes they get each year, so even though you are not living there and not paying the garbage fee (because you don't generate any) the village can make money from you formally belonging into their jurisdiction. We have this arrangement and it's a win-win situation for both our family and the village.

      * you can pay Česká pošta to keep the messages in datová schránka directly.
      * you can set up Portál občana to automatically save copies for free. Downside is that this copying counts as you having read the messages for legal purposes.
      * you can use a 3rd party client which makes local copy of the messages, like e-mail clients of old. Datovka by CZ.NIC is a good one.

Well, in the video it's not described right when you must pay. You must pay if you have a terrestrial TV reciever and for terrestrial radio reciever in your home/car/office/cottage. It's paid for a household, so you can have multiple TVs and radios for your household member in home, cars or cottages, you still pay one fee. So if you don't want to pay you have to had no such recievers at your places - for TV and for radio. Since TV is broadcasted through DVB-T2 standard, you can have old TV which doesn't have a DVB-T2 reciever and you don't pay a TV fee because your old TV can't recieve terrestrial TV broadcast. But make sure your old TV can't recieve a radio signal either or you must pay a radio fee. It's simple: you don't pay for a device, but for a device, which can recieve the TV/radio broadcasting. Don't have anything which recieves such broadcasting - no fee.

    • @xsc1000
      @xsc1000 10 місяців тому

Its not true. Even if you have old TV capable only receive old analog broadcasting, you have to pay. It has to be built as a monitor, not as a receiver.

I had never watched Czech Television before I applied for citizenship. And it’s not just about Czech Television; we don’t have any television channels (We do pay for Netflix, HBO Go, Disney Plus, UA-cam Premium, though). I do have a TV but not a receiver, so I can’t technically receive any signal.
The reason I started to pay that tax is I was going to apply for Czech citizenship and didn’t want to get in trouble or have some record. So I have been paying for it since 2014 and don’t watch any TV channels still. What a loser :D

You don't have a TV, you don't have to pay it. Just "unsubscribe" from the fees, the only thing you need is an affidavit.
