It can, but you would have to take careful precautions to not send the Buchla any bipolar voltages, or you could damage something. Buchla 200e doesn't handle negative voltages, and given the cost of 200e modules, it doesn't seem to be worth the risk (to me, at least). Pulses/gates are less of an issue, but you should be careful with their voltages as well. From what I understand, a Buchla gate is hotter than a Serge gate, so it may not work well in both directions. I believe you can find format-related modules that will offset CV in order to push a negative voltage into positive values to prevent any issues, but I've not tried any myself. In any case, if you're not sure if your signal has negative voltages or not, don't send it to your 200e!

You can get a format converter from lowgain that has negative voltage protection
