Pardon but your knowledge about storage is poor , I work in storage sector food Doesn't get wet in storage it get wet while the crop is standing or after farmer cut and leave it in open (this type of wheat is called URS wheat )
In storage loss occurs due to moisture loss and also gain occour due to moisture gain
Farmers are reluctant in India in using technology and governments favorable policy they only like direct free bees
They are responsible for food loss not storage facilities.
