You may get a GTX 1650 (preferably 2nd hand, cos new ones are overpriced) Assuming your CPU is i7 3770, you can get any good reputable PSU of 450-550 W. Going above that will be useless. Still, your CPU is too old, I'd recommend you to move from Windows to Linux.

RX 570 8gb is better than the GTX 1650 for around the same price and more Vram. For PSU, a Pk450d is enough and might as well upgrade to 16gb ram if he is not on 16gb already
What ever happens if you have any plan on upgrading just buy COoler master MWE 750W... Not that expensive and Top notch power supply.... I like the idea that you can upgrade to AM5 by adding another 25k.... Later down the line buy any GPU you like on that system....

no one loves 40 series, less performance for more price with lesser VRAM AMD cards perform better both in gaming and video editing than nvidia's counterpart except few high end cards like 4090 and 4080 super nothing is recommend to buy specially low end cards like 4060 and 4060ti are just pure looting of customer's money
