Yeah, it’s a hadith qudsi. The Prophet himself is quoting what Allah is telling him, but it’s not really revelation that’s meant to be part of the Quran.
Don't despair from the Mercy of Allah, rather have [Husnu dhun billah] GOOD THOUGHTS about Allah. Remember Shaytaan wants to make you despair, remember that Allah is Ar-Rahmaan!
Allah SWT said: قُلْ يٰعِبَادِىَ الَّذِينَ أَسْرَفُوا عَلٰىٓ أَنْفُسِهِمْ لَا تَقْنَطُوا مِنْ رَّحْمَةِ اللَّهِ ۚ إِنَّ اللَّهَ يَغْفِرُ الذُّنُوبَ جَمِيعًا ۚ إِنَّهُۥ هُوَ الْغَفُورُ الرَّحِيمُ "Say, O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Many times we sin Allah still forgives us and helps us

In hadith Qudsi, Allah says: 'I am as my slave expects me to be, and I am with him when he remembers Me....
So always think good of Allah.
