I have noticed that newer developed areas around me have power! The older areas have antiquated infrastructure, so they are still without power! Texas decision to deregulate power companies have contributed to the flailing grid as well! Plus, Houston was hit hard by a strong hurricane(natural disaster)! Don’t blame the linemen, as they are the ones in the field doing the dangerous job!!!!!!!
