Eddie, I believe the plate with the diagram is not for an Ultra Low Capacitance isolation transformer. I went back and looked at an old EMI test report and the Topaz which we used has a diagram where the electrostatic shields only connect to chassis.
Thank you for looking into this. I have tried my own transformer designs both ways - and even the primary side connected to chassis and the secondary connected to the winding - and that also worked great. I'll have to do an experiment vidoe with this and see what the capacitance difference is;)

1Mohm - it's an enormously high value - If you have ohm values then it's not good - the insulation is almost destroyed - at values lower than 10 Kohm - it means that the insulation on the wires is already old. But after each measurement you have to discharge the coils, otherwise the coils will remain charged and the smoke will have incorrect values.

I didnt quite follow what is going on with the screens? Are the screens meant to be isolated from the chassis? what was the 900kohms? shouldnt it read either open or short? Thanks Greg
The screens could both go to chassis - or be tied to one leg of a winding. I'll have to look into what they recommend. Ideally the readings should be open.
I'd guess the hook up wires were badly underated.
2.5 kVA is a hell of a current at 117 Volts.

I don't know Eddie, I wouldn't trust somebody else's wiring, too risky. Maybe just rewire the thing properly with new cables and strain reliefs then test it, if it doesn't look like any windings are shorted, power it up and test again.

Thanks for asking. The capacitance that we are concerned with is from primary to secondary. Someone tied the shields to chassis on this - and I think that caused them problems. I have a new video coming out tomorrow.
Hi, I just watched your video, however I think you connected your Extech MG300 incorrectly to the transformer when conducting an insulation test, if you check the meter manual, one lead needs to be connected to the top right socket and NOT the COM socket, i.e. one lead should connect to INSULATION + and the other to INSULATION -
