It's actually because the Separatists nerf the B1's by limiting their processor capabilities so they are much less effective in combat but they also can't question and rebel against orders. Bats had his processing limiter broken. Meaning he could disobey and question orders and have his full sentience. Also it meant is combat potential wasn't also restrained anymore.

I wish Star Wars went more into depth with how droids think and their rights. It was briefly done with L3 but then shrugged off afterwards. I think it’d be neat exploring how droids are living beings with basically no rights or freedom. It’d at least be better then what Mando S3 did with the droids wanting to serve humans because they were created by them. Could be used as a concept for a future trilogy or era in Star Wars.

The one battle droid that didn't even need reprogramming. However reprogramming it and repairing it's circuits might be a better option because a damaged circuit is very unstable and could lead to a scizophrenic droid
