The Avanguard isn't a missile, its a glide vehicle that's carried by a missile, usually the Sarmat missile that's also mentioned.
ALL ballistic missiles travel at Mach 20+ in their terminal phase. And ALL ICBM’s have to travel at a minimum speed to break free of Earths gravity and get to their mid course phase. This speed is basically the same across the board. Even the USA’s very first ICBM the Titan traveled at Mach 20+ speeds in

These are very very expensive hardware and are made in less numbers. ..what we need is cheap short range missiles .having high speed and maueverility ....eg brahmos......we need brahmos in very large numbers along with kamijaze type drones in large numbers. But India can't test ( may be the do in future) or disclose it because after releasing the capabilities of Agni 6 Western countries are not happy specifically USA .
