I know this is late af but you need a certain amount of percentage completed before you can get the parade to unlock and you also need all quests completed before you can get all the floats

It's a glitch that I experienced as well. You have to just keep doing other quests in the meantime until the trail eventually appears for you. Hope that helps.
Or you can set the trail yourself.... Go to the menu and go to Adventure Journal, then choose the adventure you want to do, then it'll prompt you to select it again and then it'll give you the option to "set adventure trail" and then the orange sparkly trail will appear and show you where to go for that specific task
